With regard to this an understanding of the local wind climatology is important when planning the siting of polluting activities. Often it is assumed in planning that the best location for atmospheric polluters is on the lee side of towns or built-up areas as defined by the prevailing wind. However, this is often not the best approach. This is because the prevailing wind is usually associated with turbulent airflows and thus low average surface concentrations. The most severe pollution episodes, however, usually occur during times when the prevailing weather situations are replaced by ones characterized by atmospheric stability conditions quite different from normal.

Within the atmospheric boundary layer, where the majority of pollution dispersion and diffusion takes place, the interplay of three forces determines horizontal wind speed and direction. These forces are the pressure gradient force, the Coriolis force and surface friction. A pressure gradient force will exist wherever there is a difference in pressure between two locations. If such a force exists, then air will flow from the place of high pressure to low pressure. The greater the pressure gradient, the greater the wind speed.

Locations under the influence of such blocking anticyclones therefore experience prolonged periods of subsidence. This leads to a general stagnation of the air and the development of an intense subsidence inversion which in effect caps the atmospheric column. Below the inversion pollutant concentrations build, as in the case of the subtropical anticyclones, and both air quality and visibility deteriorate rapidly. Such situations are often referred to as periods of anticyclonic gloom; at the surface conditions are very murky while at height clear blue skies may exist.
